The District Council of New York City and Long Island for the International Union of Bricklayers and Allied Craftsmen Locals Nos. 1, 9, 21, 30, 34, 37 and 41 (the union) appeals from an order of the United States District Court for the Eastern District of New York, Mark A. Costantino, J., granting the petition of Associated Brick Mason Contractors of Greater New York, Inc. (Associated) to compel arbitration of certain grievances concerning an alleged manpower shortage in the greater New York masonry industry.
