Gary R. McCaughtry, warden of the Waupun Correctional Institution (WCI), appeals an order of the circuit court reversing the finding of guilt of Jeffrey Sprewell, an inmate at WCI. The prison adjustment committee found Sprewell guilty of "soliciting staff' for attempting to befriend a prison guard, concluding that Wis. Adm. Code § DOC 303.26, which prohibits an inmate from offering or requesting "anything of value," includes offering or requesting personal friendship.
