Dear Representative Ferguson:

You have presented the following questions for my opinion:(1) Under existing law, may a city enter into a long term lease agreement, as lessee, for the sum of One Dollar ($1.00) per year, for property outside the city limits for the purpose of constructing thereon an animal shelter?(2) If so, may the city expend public funds to construct a shelter on this property?
