BUCKLEY, Circuit Judge:
An architect who rendered his services in designing a parking garage for the National Visitors Center in Washington, D.C. seeks compensation for the alleged copyright infringement of his plans for the Union Station Parking Garage. The district court dismissed the complaint for want of jurisdiction because the court found that the United States “authorized or consented” to the alleged infringement by appellees, and therefore, pursuant to a statutory waiver of immunity, 28 U.S.C. § 1498(b), appellant’s claim must be brought against the United States in the Claims Court.…
