In 1996, a jury convicted appellant of the August 1994 fatal shooting of Rafique Washington and of related weapons offenses. In December 2011, after this court had affirmed appellant’s convictions on direct appeal and subsequently affirmed the denial of his motion filed pursuant to D.C. Code § 23-110 (2001), 1 appellant filed a motion to vacate his convictions under the provisions of the Innocence Protection Act codified at D.C. Code § 22-4135 (2001) (the “IPA”).
