The New York State Racing and Wagering Board (the “Board”) notified two horse trainers, Todd Pletcher and Mark Hennig (“plaintiffs”), that it intended to suspend them reciprocally because of their suspensions in Florida for racing horses that tested positive for drugs. Plaintiffs appeared before the Board and unsuccessfully challenged their impending New York suspensions.
