OPINION
ENSLEN, Chief Judge.
This matter is before the Court on the motion of Defendants AT & T Communications of Michigan, Inc. (“AT & T”) and MCI Telecommunications Corporation and MCImetro Access Transmission Services, Inc. (“MCI”) to dismiss the Third Amended Complaint. The Court also considers the earlier motions of those parties and Commissioners John Strand, John Shea and David Svanda of the Michigan Public Service Commission (“MPSC”) to dismiss earlier versions of the Complaint.
