The principal question presented by this appeal is whether Candell, the holder of a converted policy of National Service Life Insurance in the amount of $10,000, is entitled to maintain an action against the United States in the United States District Court for the District of Colorado, in which he seeks coercive relief in requiring the United States to retain on deposit, on an interest-accumulating basis, a special dividend payable to policyholders from the National Service Life Insurance Fund under Regulation R & P R-3426.1 promulgated April 29, 1949, or, in the…
