MEMORANDUM OPINION

I. BACKGROUND

On January 11, 1996, Judy Bevis (the “Debtor”) filed the above-captioned bankruptcy case under Chapter 7. The case appeared to be of the “no-asset” variety and, as a consequence, was routinely administered. The Debtor received a discharge on July 26, 1996 and her case was closed on August 29, 1996.
