Plaintiff, a resident of Chester Heights, Pennsylvania, proceeding without the assistance of legal counsel, attempts by her complaint herein to navigate the difficult waters of the qui tam provisions of the False Claims Amendments Act of 1986 (“FCA”). 31 U.S.C. § 3729 et seq.
