In this case brought under the Freedom of Information Act (“FOIA”), 5 U.S.C. § 552, the issue has been narrowed to a single question: has the Central Intelligence Agency officially acknowledged that it maintains any record on Sveinn B. Val-fells, an Icelandic citizen who spent a considerable amount of time in the United States in the 1940s and 1950s and who died in 1981.
