In this action, the State and City of New York (the “State” and “City,” respectively) allege various federal and state law claims against defendant United Parcel Service, Inc. (“UPS”) relating to UPS’s alleged shipping of contraband cigarettes. (Third Am. Compl. (“TAC”), ECF No. 189.)
