dissenting:
I would dismiss this appeal because the issues are moot.
The majority opinion recognizes that a court reviewing an administrative action may take notice of facts not in the record that would render an issue on appeal moot, but concludes that the question of whether the conditions imposed by the Board in granting the April 24, 1975, variance to Monsanto are against the manifest weight of the evidence is not made moot by the fact that Monsanto was in compliance with those conditions for the last 6 months of the variance period.
