OPINION

FLANDERS, Justice.

This appeal requires us to determine whether it is constitutionally permissible for the General Assembly to enact a law that changes how much part-time state work retired professors (formerly employed by public universities or colleges) can engage in before their pensions will be suspended.

The plaintiffs are educators who allege that they retired from jobs with public colleges or universities when State law allowed them to be reemployed by the State of Rhode Island (the State) for up to 75 full days or 150 half days before their pension payments would be suspended.…
