A municipal corporation in a proper case may be liable for compensation under the compensation laws of Georgia. The act provides that “employer” shall include any municipal corporation within the State. Code, § 114-101. See also § 114-109. “Municipal corporations and their employees come under the compensation act, irrespective of the number of employees in the service of the corporation.” Carruthers v.
