The matters before the Court are the complainant's Motion to Confirm the Special Commissioner's Report and defendant James Linderman’s Exceptions to the Special Commissioner’s Report.

The pertinent facts are as follows. The complainant obtained a default judgment against the defendant Linderman for delinquent homeowners association fees on January 9, 1990, in Alexandria General District Court.
