For several years past plaintiff has carried on within this State the business of buying and selling motor vehicles, having been licensed to do so under the provisions of the statute regulating such business. Following notice and hearing his license was suspended for a period of 90 days by the secretary of State, and plaintiff, on leave granted, has prosecuted this appeal in the nature of certiorari. The order in question was dated August 21, 1947, and became effective, subject to certain expressed conditions not material at this time, on September 15th, following.
