Robert E. Randall asks this court to review a decision and order of the Benefits Review Board of the United States Department of Labor (the Board) which upheld a denial of his compensation claim brought under the Longshoremen’s and Harbor Workers’ Compensation Act (the Act), 33 U.S.C. §§ 901-950 (1976 & Supp. V 1981). 1 Randall claims a permanent partial disability resulting from a back injury sustained in a fall at work.
