These four bills in equity seek declarations under Gr. L. c. 231A as to the effect of Gr. L. c. 32, § 91A, inserted by St. 1958, c. 684, § 1 (approved as an initiative law in the election of November 4,1958), upon the rights of three police officers of the city of Boston and one police officer of the city of Worcester who had been retired for accidental disability (total and permanent incapacity).
