Aspiring mayoral candidate Hipólito Fontes (“Fontes” or “Plaintiff’) appears before the Court three signatures shy of having his name placed on the ballot of an otherwise uncontested race in the City of Central Falls. After having sixty-five signatures deemed invalid on his nomination papers pursuant to Art.
