Gisele Elek (“Plaintiff’) moves to file a Proposed Second Amended Complaint (“PSAC”), pursuant to Federal Rule of Civil Procedure 15, against the Incorporated Village of Monroe (“Monroe”), the Village of Monroe Police Department (“MPD”), MPD officers Joseph Ryle, David Lee, and Dominic Guidice, in their individual and official capacities, and private citizens Robert and Iris Moriarity (collectively, “Defendants”).
