This case requires us to decide, for the first time, whether the Supreme Court’s interpretation of the statutes governing our review of disability retirement decisions involving benefits under the Civil Service Retirement System (“CSRS”), see Lindahl v. Office of Personnel Management, 470 U.S. 768, 105 S.Ct. 1620, 84 L.Ed.2d 674 (1985), applies to the parallel provisions for review of disability retirement decisions under the Federal Employees Retirement System (“FERS”). 1 We conclude that it does.
