Ramona Hill, plaintiff-appellee, brought this action pursuant to the Political Subdivisions Tort Claims Act, Neb. Rev. Stat. §§ 13-901 to 13-926 (Reissue 1991). In her amended petition, Hill alleged that she tripped and fell on a defective sidewalk that was adjacent to property owned by Lincoln Electric System (LES), an electric generation and distribution system operated by the City of Lincoln, Nebraska (the city).
