DUBINA, Circuit Judge:
In this social security case, we are called upon to decide if the testimony of a vocational expert (“VE”) trumps the Dictionary of Occupational Titles (“DOT”) when the two are in conflict. We hold that it does.
I. BACKGROUND
Christine Jones (“Jones”) applied for supplemental security income benefits (“SSI”) on February 22, 1994, alleging that pain in her back, hands, legs, and chest, and numbness on her right side left her disabled.
