MARCUS, Circuit Judge:

The disability programs administered under the Social Security Act "are of a size and extent difficult to comprehend." Richardson v. Perales , 402 U.S. 389 , 399, 91 S.Ct. 1420 , 28 L.Ed.2d 842 (1971) ; see also Heckler v. Day , 467 U.S. 104 , 106, 104 S.Ct. 2249 , 81 L.Ed.2d 88 (1984) ("Approximately two million disability claims were filed under [the Social Security Act] in fiscal year 1983.
