On June 7, 1977, informations were filed against appellants William H. Dunham and Lenore M. Winner, charging them each with three counts of operating a proprietary school in the District of Columbia without a license and three counts of acting as agents for a proprietary school without an agent’s permit. Winner was arrested the following day, but Dunham was not taken into custody until August 4, 1977. While Winner was at the police station following her arrest, her purse was searched without a warrant and numerous pieces of documentary evidence recovered. On…
