To the Honorable the House of Representatives of the Commonwealth of Massachusetts:
The undersigned Justices of the Supreme Judicial Court respectfully submit this reply to the questions set forth in an order adopted by the House on February 26, 1998, and transmitted to us on March 3, 1998.1 The order recites the pendency before the General Court of a bill printed as House Bill No. *12122194, entitled “An Act relative to employee benefits in the city of Boston.”
