In this action, plaintiffs, who are New York City property holders and taxpayers, challenge the validity of Local Laws, 1998, No. 27 of the City of New York, commonly known as the “Domestic Partners Law”, and Mayoral Executive Order Nos. 48 and 49, which the Local Law codifies. The statute went into effect on Saturday, September 5, 1998. Plaintiffs’ challenge has several bases.
