This appeal by the Board of Commissioners of the City of Las Vegas is from a judgment of the district court compelling, by a writ of mandamus, the reclassification of certain real property to allow the proposed construction of a regional shopping center.
The respondents, Dayton Development Company and Beam, filed an application with the City Planning Commission to reclassify certain property from residential and civic to commercial.
