McGINLEY, Judge.

Nancy W. Wydra (Petitioner) petitions for review of a decision of the State Civil Service Commission (Commission) that dismissed her appeal and sustained the action of the Pennsylvania Department of Public Welfare (DPW) in furloughing her. The scope of our review of a Commission decision is to determine whether there was a constitutional violation or an error of law and whether necessary findings of fact are supported by substantial evidence in the record.
