hThe plaintiff, Robert Burke (“Mr. Burke”), appeals the judgment of the Workers’ Compensation Judge (“WCJ”) in favor of Venture Transport Logistics, LLC and Ace American Insurance Company (“Defendants”), denying his claims for penalties and attorney fees, filed via motion practice in connection with and subsequent to a May 23, 2011 consent judgment (“Consent Judgment”) between the parties.
