*573 Subject to certain conditions, the Law Enforcement Officers Safety Act ("LEOSA") authorizes "qualified retired law enforcement officer[s]" to carry concealed firearms. 18 U.S.C. § 926C(a). Ronald DuBerry, Maurice Curtis, and Robert Smith ("Appellees") formerly served as correctional officers with the Washington, D.C. Department of Corrections ("DCDOC").
