In this land use controversy, we review the trial court’s finding that the local legislative body acted in an arbitrary, capricious, and unreasonable manner in denying a rezoning application.

In October of 1978, appellee David L. Pyles asked appellant Board of Supervisors of Fairfax County to change the zoning classification of 4.4 acres of land lying on Little River Turnpike (State Route 236) near Braddock Road in the Annandale area.
