1Per curiam

¶ 1. We review the referee's recommendation that the license of Attorney Lawrence F. Pitts to practice law in this state be suspended for a period of six months due to his professional misconduct.

¶ 2. Prior to addressing the merits of this disciplinary proceeding, we consider a procedural issue regarding the effect, if any, of a medical incapacity stipulation signed by only Attorney Pitts and sent to the Office of Lawyer Regulation (OLR) only after the issuance of the referee's report and recommendation.

¶ 3. The OLR filed a ten-count complaint against Attorney Pitts in November 2005.…
