Jerome Crowder is a federal prisoner and a paraplegic. He was incarcerated at the Metropolitan Correctional Center (“MCC”) in Chicago, Illinois during the time relevant to the lawsuit.

BACKGROUND

Crowder filed a complaint in federal district court alleging various violations of his constitutional rights. The district court requested that an attorney represent Crowder. The attorney prepared an amended complaint, brought pursuant to a cause of action recognized in Bivens v.
