William D. Thompson, M.D., (“Physician”) appeals from the judgment of the circuit court affirming the decision of the Administrative Hearing Commission (“AHC”) and the Missouri State Board of Registration for the Healing Arts (“Board”), which reprimanded him publicly and restricted his ability to order prescriptions, specifically preventing him from prescribing medication over the Internet.
