In 1938, Congress created the Tennessee Valley Authority (“TVA”) and entrusted it with broad discretion over matters “relating to ‘navigability, flood control, reforestation, marginal lands, and agricultural and industrial development of the whole Tennessee Valley.’ ” Gold Point Marina, Inc. v.
