MEMORANDUM OPINION

DECKER, District Judge.

The plaintiffs challenge by this action the imposition of a rule requiring employees of the City Colleges of Chicago (Community College District #508, County of Cook, State of Illinois) to become residents of Chicago.

Briefly summarized, the rule, adopted on July 23,1976, requires present employees to obtain residence within the city by July 1, 1980.
