OPINION
SHARPNACK, Judge.
Ronald Jackson appeals the trial court's denial of his motion for default judgment and the denial of his appeal against the City of Jeffersonville ("Jeffersonville"), the Common Council of the City of Jefferson-ville ("Council"), and members of the Council ("Members") (collectively, the "Ap- pellees"). Jackson raises two issues, which we restate as:
I. Whether the trial court abused its discretion when it denied his motion for default judgment; and
II. Whether the trial court erroneously denied his annexation appeal because it misinterpreted Ind.Code §§ 36-4-3-15.5.
