This contract case is before the court on plaintiffs motions for summary judgment or partial summary judgment pursuant to Rule 56(c) of the Rules of the United States Court of Federal Claims (“RCFC”) or for final judgment on some claims pursuant to RCFC 54(b), along with defendant’s cross-motion for partial summary judgment.
