EDELSTEIN, District Judge:

Plaintiff United States of America (“the Government”) instituted this suit on June 28,1988, which ultimately sought to rid the defendants, the International Brotherhood of Teamsters (“the IBT”), of the influence of organized crime. This opinion addresses issues raised in the implementation of a voluntary settlement signed on March 14, 1989, (“the Consent Decree”) signed by the Government and most defendants named in the June 28, 1988 complaint.
