OPINION
MATTHEWS, Justice.
This is an appeal by the City of Kenai from a decision of the superior court dismissing Kenai’s appeal to that court from a decision of the Alaska Public Utilities Commission. The superior court found that Kenai was not a party to the Commission’s proceedings, and therefore had no right to appeal. Homer Electric Association and Matanuska Telephone Association were parties to the Commission’s proceedings, and both have been granted intervenor status in this appeal.
