The Colorado Governmental Immunity Act (CGIA) waives the defense of governmental immunity in an action for injuries resulting from a dangerous physical condition of any public building arising from its construction or maintenance. See § 24-10-106(1)(c), 7 *797C.R.S. (2000). We granted certiorari to review the court of appeals' decision in Springer v.
