MEMORANDUM OPINION
(April 16, 2012)
This matter comes before the Court on remand from the Appellate Division of the District Court of the Virgin Islands. For the following *63reasons, the Court finds that Plaintiffs and the Government have not carried their burden of proof establishing that the disputed roadway is a public road, and Plaintiffs also have not established that they have acquired access to the roadway via prescription.
