A single issue is presented: whether the decision to terminate the appellant, Art Acevedo (Acevedo/detective/employee), satisfies the requirements established by the United States Supreme Court in Connick v. Myers, 461 U.S. 138, 103 S.Ct. 1684, 75 L.Ed.2d 708 (1983) for the dismissal of a public employee for exercising a First Amendment1 right to speak.
