I. INTRODUCTION
Plaintiff Mario Tolliver was, at all times relevant to his claim, a prisoner1 at the Sussex Correctional Institution (“SCI”) in Georgetown, Delaware. Defendant, Lt. Joe Jackson, is an employee of the Delaware Correctional System. Plaintiff asserts that defendant violated his Eighth Amendment right to be free from cruel and unusual punishment by subjecting him to excessive force.
