MEMORANDUM OPINION AND ORDER Under District of Columbia law, the Mayor may appoint special police officers (“SPOs”) “in connection with the property of, or under the charge of, [any] corporation or individual,” provided that the SPOs are “paid wholly by the corporation or person on whose account their appointments are made.”
