Pursuant to Supreme Court Rule 381 (73 Ill. 2d R. 381), we allowed the motion of Richard M. Daley, State’s Attorney of Cook County (hereafter petitioner), for leave to file an original action for mandamus. The petition seeks the issuance of writs of mandamus to Judge John J. Limperis, now retired, and Judge Frank B.
