Boad Improvement District No. 4 of Van Burén County was created as an improvement district by special act of the General Assembly of 1919, and, in pursuance of the terms of the statute, plans were made for the improvement of the road mlentioned, and a contract was entered into between the district and. appellants, Pritchett & Hight, for the engineering work.
