SPARKS, Circuit Judge.

The questions here presented involve appellants’ alleged right to require appellee to increase its whter rates in order to pay certificates of indebtedness held by appellants, subsequently reduced to judgment in foreclosure, which certificates were issued and sold by appellee to pay for the purchase and Construction of its water plant.
